No Child Left Behind

NCLB Highly Qualified Teacher Report


The Texas Education Agency (TEA) requires school districts to publish their No Child Left Behind (NCLB) Highly Qualified Teacher Reports in a public domain.


To be considered highly qualified, the teacher must:

  • Have a bachelor's degree
  • Demonstrate competency by
    • Passing the required content test or
    • Having an academic major or 24 hours in the subject area being taught

The NCLB Highly Qualified requirements for teachers should not be confused with the state's teacher certification requirements. There is no connection between the two. For example, a teacher could be certified but not highly qualified according to NCLB.
