Construction Update - October 2007


Update on Design and Construction Projects

Brad Pfluger presented a bond projects update. Mr. Pfluger reviewed the new stadium planning committee members and reported that the anticipated completion date for the stadium is fall of 2009. Mr. Pfluger then reviewed the scope description of the Performing Arts Center (PAC), which will be located adjacent to Bastrop High School.  He reported that the PAC committee members have taken tours of some comparable facilities and have been meeting to discuss the planning and design of the facility. Mr. Pfluger stated that the facility being located in close proximity to the high school would be beneficial for overflow parking. The anticipated completion date for the PAC is fall of 2009 as well.  


Shawn Connor presented a scope description for the new Cedar Creek High School. He reported that the new high school would have the capacity for 1500 students, which could later be expanded for 2,300 students. Mr. Connor reported that the new school would include four academic houses, smaller communities within the school. He explained that the houses would be collaborative learning areas where students and their teachers can build relationships.


 Mr. Connor reviewed the new high school planning committee members and reviewed the work in progress, which includes meetings, tours, surveying of property, utility and traffic coordination with local authorities, and a traffic impact analysis. It was brought up that the board had previously discussed what programs would be at which campus. Mr. Gideon stated that the district is looking at “phasing the new school in” and will need to continue to look at programs that would be in place during the first phase of planning and what would come later when the Cedar Creek High School would be expanded. Mr. Emanuel reported that the NJROTC program is slated to stay at Bastrop High School at this time and that he believed that the board had been briefed on the education specs for this campus in a prior meeting; however he told board members that he would bring the education specs back for review. Mr. Connor reported that the anticipated completion date for the new high school is fall of 2010.  


Mr. Gideon reported that the schematic designs for all projects would be brought to the Board at the next couple of board meetings.  He encouraged feedback from the Board during the design process.

  

Consider Approval of CMAR Construction Contract with Bartlett-Cocke

Henry Gideon discussed construction contract negotiations with the three proposing vendors awarded projects at last month’s meeting.  He reminded the board that recommendations for awarding projects were based on selection criteria approved by the board which included pricing information.  The pricing information as presented was and is an estimate as the district has neither designed any of the facilities planned, nor completed construction documents for bids, therefore the final numbers are to be determined.  Mr. Gideon reminded board members that the district’s RFP process, and subsequently the contract negotiation process was designed to keep the playing field reasonably fair when it comes to selecting construction managers for district projects.  The goal of the district’s efforts has been to maintain an “apples to apples” comparison when determining “best value” to the district taxpayers.

 

Mr. Gideon highlighted a few changes to the district’s original contract draft.  These included: 

 

2.2.1 of Exhibit 1 to the AIA in which the language was changed from 15 days to 45 days.  This section of the contract reflects the time the district will give contractors to develop the Guaranteed Maximum Pricing.  Mr. Gideon felt 15 days was not long enough for bidding the construction documents and then evaluating the construction budget.

 

4.1.1. of Exhibit 1 to the AIA in which the district will allow specific lump sum amounts, with incremental payments made quarterly, for compensation of services during the design phase….this will be moneys deducted from the Construction Manager Fee.

 

5.1.1 of Exhibit 1 to the AIA in which the district has noted all Construction Manager fees as a percentage.

 

Valerie Bullock moved and Jim Mills seconded to approve the contract documents as presented between Bastrop ISD and Bartlett-Cocke for the construction of a Centralized Multi-Purpose Fine Arts Facility where Bastrop ISD will pay a CMAR fee of 3.0% based on the actual cost of work and to include pre-construction phase services. President Allen asked the Board for comments or discussion. There being none, President Allen called for a vote.

          MOTION CARRIED UNANIMOUSLY


Consider Approval of CMAR Construction Contract with American Constructors

Rene Barrientos moved and Jim Mills seconded to approve the contract documents as presented between Bastrop ISD and American Constructors for the construction of a new high school where Bastrop ISD will pay a CMAR fee of 2.4% based on the actual cost of work and to include pre-construction phase services. President Allen asked the Board for comments or discussion. There being none, President Allen called for a vote.

          MOTION CARRIED UNANIMOUSLY


Consider Approval of CMAR Construction Contract with Drymalla

Valerie Bullock moved and Rene Barrientos seconded to approve the contract documents as presented between Bastrop ISD and Drymalla for the construction of a Centralized Multi-Purpose Stadium where Bastrop ISD will pay a CMAR fee of 2.5% based on the actual cost of work and to include pre-construction phase services. President Allen asked the Board for comments or discussion. There being none, President Allen called for a vote.
